A recent WikiLeaks cable from the US Consulate in Mumbai provides irrefutable evidence that carbon credits generated by Indian projects and sold to European countries under the Clean Development Mechanism (CDM) are a lot of hot air. 

It reports on a seminar in 2008 with the US Consulate General Office, analysts from the Government Accountability Office (which later released a critical report on offsets), and the executives of top Indian companies. The cable notes that these companies "conceded that no Indian project could meet the 'additionality in investment criteria' to be eligible for carbon credits."

The World Bank is considering financing the Rampur hydropower project in India’s Northern State of Himachal Pradesh. Sutlej Jal Vidyut Nigam (SJVN, formerly the Nathpa Jhakri Power Corporation) is planning to develop this project. SJVN has in the past only executed one hydropower project in India, the Nathpa Jhakri project, also partly financed by the World Bank. The 1,500 MW Nathpa Jhakri project suffered from severe project design and implementation failures, resulting in acute cost and time overruns.

The Government of India is building the 412 MW Rampur Hydropower Project in Himachal Pradesh with support from the World Bank and the Clean Development Mechanism. The Indian Ministry of Environment and Forests granted an environmental clearance to the project in March 2006.
