Even though local communities in vulnerable areas of the planet such as Tuvalu or Bangladesh are already feeling the impacts of climate change, one rarely hears talk of their situation during the plenary sessions of the UN Climate Change Conference. In honor of Human Rights Day, which was yesterday, let's take a closer look at human rights in the context of the Clean Development Mechanism (CDM).

An Assessment of the Cameroonian Electricity Sector Reform

In 2001, AES Corporation was the sole bidder in the sale of the Cameroonian electricity company. In accordance with the World Bank’s third structural adjustment credit project, the state–owned company was sold. Since then, consumers face regular blackouts and tariff increases and some investments have been made in new generation capacity. A new regulatory body has been set up, but it is not fully operative. With many sub–Saharan countries under similar pressure to sell their public utilities, this paper contributes to the understanding, assessment, and analysis of privatisation reforms.

The Bujagali Dam project is ineligible to receive credits under the Kyoto Protocol. Claims to the contrary are likely not only ultimately to rebound unfavorably on any firm making them but also to contribute to the disintegration of the carbon offset market from which many hope to profit.

SGS should not validate Bayano Hydroelectric Project as a CDM project. The project is non–additional – it is already more than two–thirds complete and is scheduled to be completed whether or not it receives carbon credits.

International Rivers Network supports local communities and NGOs around the world working to protect their rivers and watersheds. It has been asked by Ugandan NGOs, including the National Association of Professional Environmentalists, to raise the serious social, environmental, economic and corruption–related problems of the Bujagali hydropower project on the Victoria Nile with international financial institutions.
