Three years after Vietnam’s Just Energy Transition Partnership (JETP) was agreed, a new report from International Rivers, built on years of monitoring with the Vietnam Climate Defenders Coalition, finds a promising foundation but critically insufficient progress on justice, financing and public participation. The USD 15.5 billion committed covers only around 11% of what is needed through 2030, grants make up about 2% of the total, and civic space remains severely restricted. A just energy transition is only credible if it is just in practice, and climate finance should be held to that standard.
